In the Novosibirsk region, amendments to the charter of the region have been proposed, according to which the governor will be able to hold this post for more than two consecutive terms.
The governor of the Novosibirsk region can be elected for more than two consecutive terms, as well as remove the head of the municipality from office. These amendments are included in the draft amendments to the Charter of the region. Corrections are made to the document to bring regional legislation into line with Federal Law No. 414. It is noteworthy that the amendments were considered by the working group on April 5, on April 11, the Minister of Justice of the Novosibirsk region Tatyana Derkach presented them at a government meeting.
In addition to expanding the powers of the head of region in terms of terms of office, the amendments describe situations of possible dismissal of the governor.
“It is proposed to delete from the charter the wording on the termination of the governor’s powers in the event of dismissal by the President of the Russian Federation “for improper performance of his duties, including the exercise of delegated powers of the Russian Federation Russia,” the newspaper writes.
Also, the authors of the bill proposed to exclude from the document the clause on the termination of the powers of the head of the region in case of his withdrawal by the voters.
At the same time, the amendments introduce changes to the governor’s powers of bylaws in “premises”. For example, the right to reprimand the head of the municipality or the head of the local administration is prescribed. The mayor can be removed from office if the identified violations are not eliminated within a month.
As Tatyana Derkach noted at a government meeting, the amendments could enter into force by June 1. From January 1, 2023, similar standards will come into force in all regions of Russia.
